MANILA, Philippines ---The Metropolitan Manila Development Authority (MMDA) has announced that Metro Manila shoppers can start their shopping trips as early as 9 a.m. beginning Dec. 23. In a statement, MMDA acting chairman Romando Artes said the agency allowed the resumed operating hours as the "easing in the flow of traffic in Metro Manila's thoroughfares have been observed despite the increase in Christmas-related activities."
