MANILA, Philippines -- Under DeptEd TV, a Department of Education (DepEd) program, Karlo (not his real name) was tasked to deliver hard drives containing video lectures to television networks which would then air them to aid students amid the coronavirus pandemic. However, at one point, Karlo was on the verge of losing his home due to delayed salaries from the private company that DepEd partnered with for the project.
