MANILA, Philippines --- Metro Manila mayors are not complacent amid a huge number of the National Capital Region's population already vaccinated against COVID-19, coupled with a low infection rate, the Metropolitan Manila Development Authority (MMDA) Chair Benhur Abalos said Monday.
